Executive Summary

Meggin Messenger, MPA, BSc.F, RPF, is currently an executive director in the BC Public Service (BCPS) and has led teams working on land use, resource stewardship, conservation, community development, and climate change for more than 30 years.

As executive director of strategic initiatives in the Office of the Chief Forester with the Ministry of Forests, Meggin developed governance for serval provincial ministries and engaged with Indigenous nations to evolve a framework to support a flow of economic benefits from forest carbon offsets.

She negotiated a $290-million, federal-provincial agreement and established and implemented an unprecedented and successful nature-based climate solutions program, which was a Premier’s Award finalist for evidence-based design.

Meggin has also worked with local and provincial elected officials, government executives, and partners to solve problems and advance interests through legislation and policy, program development and implementation, issues management, operational programs, partnerships and research and innovation.

As executive director for Northwest Community Readiness, she led the development of a policy framework that is now part of the environmental assessment process and supports non-Indigenous communities in addressing the potential impacts of resource development projects.
